Emerging Tactics and Targets of Activist Networks

Report

November 17, 2025

Activism remains one of the most persistent security challenges facing businesses across Europe and the US.

In this month’s Activism Monthly report, we examine two activist groups: Shut Elbit Down! (Austria) and Ende Gelände (Germany). Shut Elbit Down! has diversified into a broadly pro-Palestine social issue group, moving away from its previous company-focused activism.

We also explore the recent uptick in dual-issue activism occurring against key finance sector businesses. Since August, several companies including Allianz, Barclays and BlackRock have been the targets of destructive and disruptive direct-action campaigns, primarily motivated by pro-Palestine and climate-related grievances.

Our analysts assess that:

  • Shut Elbit Down! will continue to pursue activities in co-ordination with external partner activist groups across Europe in the short term.
  • Despite a decrease in the frequency of Ende Gelände-organised direct action, we assess that the group will continue to pose risks to businesses, principally through its use of extensive social media and public networks in supporting external activism and raising awareness of climate-related issues.
